The album includes Young's " Gulf War" version of Bob Dylan's "Blowin' in the Wind", which has air raid sound effects. It was initially released as a limited edition three-disc set entitled Arc-Weld, with the Arc portion being a single disc consisting in its entirety of a sound collage of guitar noise and feedback. Weld is a live album by Neil Young and Crazy Horse released in 1991, comprising performances recorded on the tour to promote the Ragged Glory album.

Young placed a video camera on his amplifier during the 1987 tour and recorded the beginnings and endings of various songs, and later edited them down into the film's soundtrack. Filthy sounding riffs with solos that send a shiver down your spine and poetry for lyrics , play loud. Young then showed the video to Sonic Youth's Thurston Moore, who suggested that he record an entire album in a similar manner.The mix on the video is by longtime Young collaborator David Briggs and is a harder-edged, superior mix, according to biographer Jimmy McDonough in his book Shakey. The album consists of feedback, guitar noise, improvisations and vocal fragments which were recorded during various live shows on the 1991 US tour, and then re-edited into a 35-minute composition.

The highlights for me are Love to Burn and Crime in the City, but there is not much here that falls down.
